Winter Averaging

CITY WASTEWATER CUSTOMERS: Water consumption throughout December, January, & February will directly affect your wastewater rate. This is the winter averaging period and is conducted annually. Please be sure to watch your consumption during these months. This is an important time to check for any dripping faucets, leaking toilets, and broken irrigation pipes. We recommend you limit irrigation or turn off your irrigation systems altogether.

What you should know regarding the City’s wastewater measurements:

  • A typical residential account has 1 wastewater LUE assigned to the property; this may vary – contact the City if you are unsure about the LUE’s you have for your property.
  • A commercial account may have more than 1 LUE assigned to the property; this may vary – contact the City if you are unsure about the LUE’s you have for your property.
  • Usage allotted: 1 LUE is measured based on consumption of 6,450 gallons per month (215/day) – any property that exceeds this amount is subject to paying excess usage fees.

March Bills will Reflect New Winter Averaging Rates.

Customers who believe that their new wastewater rate is incorrect due to errors in usage reporting, leaks, or other causes, can apply for a wastewater billing rate adjustment. This must be due to an error in usage reporting, leaks or natural disasters that occurred. This does not include excessive water use due to irrigation.
There is a 90-day limit to request WW Adjustments. 
To submit a request for a Wastewater Billing Rate Adjustment, customers must do the following:

  • Complete the Wastewater Adjustment Form
  • In addition to the completed form above, you must submit usage reports from DSWSC and/or plumbing invoice/receipts due to breaks/leaks, property owner’s receipts of materials, supplies, etc.

The City will let you know if your request is approved. If your request is approved rates will be adjusted, the customer will receive email notice from the City and the adjustment will be reflected on the next month’s bill.
